He has put words in my staff's mouth, my friends from different departments in the organization, and it's gotten to the point where I feel like someone is watching every move I make at work. He's never stuck up for me not one bit, he's always going to his boss telling on people when he should be talking to his staff other than finding a way to get rid of them, etc. He's put the blame on people and I'm on that list. I feel like he's trying to get me fired and will mess up other job opportunities for me. I don't know why this is so. I feel like I have to walk on tipy toes. What should I do?

He obviously feels threatened by you. It sounds like you are doing a great job, and it's alot for him to live up to.
Keep your head down at work and just carry on doing a great job. You're not at work to make pals, you're there for a job. Just keep focused, unfortunately you're going to have to watch your back every step of the way because it sounds like one little slip up and your boss will be all over it.
Seeing as you've been there 8 years, maybe it's time to think of a change in jobs?

"In the United States, comprehensive workplace bullying legislation has yet to be passed by the federal government or by any U.S. state government, but since 2003, many state legislatures have considered bills."

Try to find other resources and groups to get help with this. Consider speaking/hiring a lawyer if you're in a position to do so.
