Some guys have a problem with this, this is going to sound disgusting but, if you masturbate and don't wash right after and then start sweating or something you can swell under you foreskin and get a rash or infection, and this can sometimes result in your skin fusing a bit. Go to the doctors and they can probably give you some type of cream for it. Just sweating can cause it too. If its sweating consider wearing loose fitting boxers, to let some air in.
BTW not saying your not clean, its just easy to forget to pay attention to that area.

reader, anonymous, writes (28 August 2010): There is a menbrane called synechia [this keeps the foreskin attached to the penis, which may be the reason why it feels like its glued], it will go away naturally. It usually happens during puberty and is most of the time gone by the age of 18. Here is the website where I got the information:
