I REALLY like him and I dont want to seem to desperate or clingy so if he doesnt text me or anything when would it be okay for me to text him? Normally since Im so shy Id just wait as long as it took but my brothers birthday is this weekend and Id like to ask him to come out with me or just casually bring it up.Thanks for any advice I get :)

Personally, I think you should wait for him to text you first. If he was interested in you, trust me, he would text you. If he leaves you hanging for a couple of days, I would send him a simple 'hey' text. If he doesn't answer, you know that's it.

My suggestion would be a] text him with an invite to a lunch somewhere [ much less threatening than dinner ] ; and b] if you can organise for one or two other ppl to be there also even better [ because it reduces the tension but you can still guage if he is paying you any attention. ].
If you can set that up see how it goes and whether HE follows up with a return invite or similar.
If he doesn't accept he's a lost cause and move on...........
