He knew he had power over me because my self esteem wasn't the best at that time and he used it to his advantage. I've been seeing a new guy for 2 weeks who treats me very well, but I still think about this other guy everyday. I've been ignoring his texts but now he wants to come over to get his stuff next week. I'm afraid he will use this opportunity to hurt me, or I will try to smooth things over. Dropping the stuff to his work or home aren't an option as this will be too intimidating. What do I do? I don't want to be left a mess-when I made the decision to cut contact with him I cried every day for a week.

If it would be too "intimidating" for you to drop the guy's stuff at his place, why not ask your new "friend" to drive you there and just dump it on the doorstep and leave? You can leave a note saying that this is all of it and he doesn't need to come again. (?) However, if you are still hung up on Mr. Rotten, don't play games with Mr. New. You are not being honest, and that makes you the same as Mr. Rotten.
