He loves(cares about you, like a close person in his life) you BUT isnt in love with you (as in a romantic , having a future together with kids)
There are different types of love
Love for your Friends
Love for your family
Love for your Loved One (wife, Husband)

To understand this you have to realize that there's different kinds of love. There's the love you feel for family, or there's platonic love, like you have for friends, and then there's romantic love, which is the 'in love' kind.
When he says he loves you but is not in love with you, he means that he cares for you a lot, but doesn't think of you in a romantic, love-and-kisses-lets-get-married way.

My ex said the same, and I still do not know waht he meant.
Maybe he means he cares about what may happen to you, but he is not ready to be with you.
