 That depends on you and what you want to do. Do YOU want to give him oral sex, or do you want to do it only because he wants it? Don't let what he wants dictate what you do, if you're not comfortable with something you have every right to say no.
As for knowing if he truly loves you, use this situation to judge. If he insists you give him oral sex regardless of what you say, then no, he probably doesn't love you and cares about his own needs more. If he respects your wishes and respects your boundaries, then he likely does.
