Being in love is infatuation, a crush, the happy feeling you get when you see someone. To love someone goes way beyond that. Maybe you are just infatuated with him, you are "in love" with him. You do not love him? Then you can say "I am in love with you", instead of "I love you"

Hmmm. Well honey only you can find the answer to what is blocking you inside yourself. Can you try taking baby steps towards it? What if you write it on a note or in a card? Then you could give it to him. You could start trying to say it one piece at a time... when he says I love you say I do too. Then you've got one word out of the way. Try saying I feel the same way about you. That's two words out of your mouth. And work up to to I love you. Say I love when you do ___. Say I love being with you. Then hopefully with all that practice one day you will be comfortable to just say "I love you too!". Good luck!
