 Giving her full love doesn't mean you have to give her sex. Sorry to say this to you, but that kind of mentality is mostly true in girls.
Like some pointed out, guys have sex in mind earlier than girls. The only reason most girls have sex so early (at your age) is because of the social pressure on them (from both boyfriends and co-eds). They confuse it as a sign of love, sadly.
So if you really want to give her your full love, show it by other physical means. Tell her she's beautiful and make her FEEL it. Don't oogle at other girls lustfully nor treat her like crap. Always respect HER and HER BODY. Always be honest with her and have some tact while doing it. Also, don't cheat on her in any way.
That's how you show someone your full love, not through sexual stuff.
