Girl, its normal if u ask me. I have orgasmed but its rare. A couple times with my partner but mostly on my own. You should talk to your parter about where ur pleasure zones are and try things to get it to happen. You should be able to figure them out. Other then that u got other options Foreplay or get a vibrator...

 You do not mention whether your activities include such things as: foreplay (and plenty of it), cunnilingus (oral stimulation to vulva and clitoris) or romance. Each are at least helpful if not necessary. Sexual experience and exploration is also helpful. The romance part contains things like a nice evening together, a comfortable and romantic setting, perhaps a nice warm bath for both (even together) and you know, candlelight and that sort of stuff. Some self-exploration may also help, but you should be confident that you will get there. Relax and do not worry about this at such a young age, and do not obsess about it. Best wishes.
