It means he's confused. Which in turn means his commitment isn't as strong as it should be. When a man (or a woman for that matter) is in love that much, there is no confusion. It means that you need to really do some thinking about whether you would be better moving on and finding someone who will commit.

reader, anonymous, writes (6 December 2009): You haven't given any specifics as to what the problems are but in general that statement means that the person is stuck on you however is frustrated at some of your behvior and not knowing wht to do with you shows a wish that you would change that behavior and the frustration of knowing that you have no control over any person or their actions except your own.
Not wanting to live together means I don't want to live with you.
