He either means:
A) He has been seeing other people and is trying to evade the question by making it seem like he didn't have time to.
B) He has the potential to be seeing others, but would rather be spending his time with you, and is trying to make you a little jealous.
Really, without knowing your situations, or the guy, I have no way of knowing which he meant (if he even means either of the above). But if the guy is an honest decent guy, I would give him the benefit of the doubt and go with B).
