Anyway I have become all too aware of my 'hairy' nature. It seems I got my father's body hair genes or something because the hair on my legs and in the pubic area is REALLY dark and thick and coarse. I have plenty of hair on my arms too, but I am not as worried about that.See, I've been shaving since I was around 14-15. I absolutely hate it. No matter what I do or how slowly I go, I alway get nicks and razor bumps/burn everywhere. The only kind of blade that works moderately well for me are the kind made for men!I have ultra sensitive skin too. I've tried everything that I can think of as an alternative to shaving. Nair doesn't work for me because the hair is too thick and even the sensitive version burns so I can't leave it on long enough to really work well anyway (and trying to wipe the hair off with a washcloth afterwards didn't work either). Waxing also hurts terribly and isn't satisfactory. I can't even wax my eyebrows because afterwards the entire area where they were waxed becomes covered in white-heads and bumps even with thorough washing before/after. I'm assuming veet won't work either since it is essentially like nair. Sensitivity and scarring problems take laser removal out of the choice list, let alone costs.I'm just out of options. The only thing that has ever worked for me was to let my leg and pubic hair grow out for like 2-3 weeks and get really long and hideous. Then when I shaved I would get decent results (though still a bit of razor burn along the bikini line). I can't go out like that! The hair starts growing back the very next day and shaving everyday covered me in nicks and burns even when using a new razor and moisturizing afterwards! Please someone help me. I just don't know what to do. I can't have hairy legs for 3/4 of a month for just one night of smoothness. All other methods have failed me, dating life will suck if I cannot find a solution to this problem.

Do you absolutely have to wear shorts and skirts all the time? You don't have the hairless legs for that, and you have to accept it. Stop fighting it. Not everyone are so lucky to be practically hair free. Wear pants. And if you must wear a skirt, wear stockings. In winter you wear thicker stockings, and in summer use nylon stockings. You'll still need a shave for the nylon stockings, but the stockings will hide the day 2-4 hairs.
As for your pubic area, if ever a man gets close enough to see it he should be happy as can be he got that far, and I dare any man to be picky. That'd be like you laughing at his penis once he takes his pants off. It'd be horrible, and a person lacking in tact when it comes to such sensitive areas is not someone you'd want to be with anyway.
You shouldn't wax your eyebrows. Use a pair of tweezers for your eyebrows. Waxing is too risky, you risk removing far too much. And as you mentioned, you get an allergic reaction to it, so waxing eyebrows is out of the question.
Call me lazy or hairy, but I don't shave my legs more often than maybe once a month. During summer I shave a bit more, but not more than maximum 3 times a week for only one week at most. For the rest of the time I go for thin pants, like linen pants which are cool, or nylon stockings with skirts. Or I just say "screw it all" and walk around with my 3 day stubbles on my legs. People rarely see/notice as well as you do yourself. I never got any complaints.
By the way 13 is early to start puberty. 16 is closer to late, although still within whats normal.

The only problem when using an epilator is that for the next day you have pink bumps everywhere, but that disappears. Hope this helps. Xxx

It's expensive but I'm sure it would be worth it because the hair growth would gradually reduce and you can keep shaving in between so you don't have to grow the hair out or anything. I have a similar problem but unfortunately have light hair on my body so I can't have any kind of laser treatment. I'm having electrolysis but it's a very slow process so if you can have laser I would probably recommend that.
