How should I tell him I like him?

There's this guy and lately we've been getting pretty close, like going on late night walks together and talking allot. I think he likes me, quite a few others say that he does and I know I defiantly like him but I don't now how or even if I should tell him. He's coming up for 19 and I'm 15 nearly 16, I know I'm still young but I would really like some good advice please x
