As a guy the popular message to me when it comes to meeting someone online is "ONLY PEDOPHILES AND RAPISTS ASK TO MEET IN REAL LIFE WHAT THE HELL IS WRONG WITH YOU?!?!?!?" It could be that he has been bombarded with the same message and is waiting for you to make the first move.
If you like him then take the initiative.

He probably hasn't asked for a picture of you because he likes talking to you for you and doesn't care what you look like.
If you really want to know if he'll ever want to meet up with you then ask him. But I wouldn't be surprised if he says he just wants to be online friends.
