It sounds to me like your husband ahas a similar condition to my two brothers and my two nephews who could not retract there foreskins. all of them have had there penises circumstised and the problem no longer exsists. if your hubby is willing get to your gp and he will be able to advise you of what to do.
And i am also circumstised for other reasons but my partner of 7 years will vouch that sexuallly it is more pleasurable as well as being cleaner.
No disrispect to to the jewish community but i am not religious and my was done for medical reason.
