I think it's HARD to define love. But when you feel love or lust for someone, YOU know.
You get this little pheromone high every time you think about THAT someone, talk to him/her, touch, see...
Saying it doesn't mean you love the person more then not saying it. I would venture a guess and say you KNOW with in the first few months 3-6 if you truly LOVE that person or if it is just lust or the IDEA of someone.
I don't think it matters who says it first. As long as you mean it when you say it, not just saying it because you think you ought to say it.

I'd say it's love when you no longer feel totally infatuated, but still can't live without the other person and even just thinking about them makes you feel warm and giddy. People have spent their entire careers trying to describe how love feels, it's pretty hard to try to do in a sentence or two with not much time to think about it! Love is up there with most difficult emotions to define. Suffice to say it feels amazing and like nothing else.
I don't think not saying it means you're not in love. I was terrified to say it first to my boyfriend and thought about it for quite awhile. The night I was ready to tell him, he wound up saying it first.
