Just tell her unfortunately you don't see this going anywhere, it's nothing to do with her, you just feel the relationship has run it's course and you don't it's best to continue that she deserves someone who can give her what she needs and unfortunately your not the guy who can. Just tell him to say something like that. OP honesty isn't always the best policy, the best kindest way is to leave them with impression that they did nothing wrong and nothing they could do could change the circumstances because it was just not meant to be.

Just be honest, don't try and come up with the 'It's not you, it's me' cliche ending.
Just tell her that he doesn't feel the way he did at the start and things have gotten stale and it's not working for him and it would be unfair to both of them to carry on the relationship when it is failing.
