Its hard to find love regardless of the circumstances, but I think that if you do find someone, then you dont need to tell them of your condition until you are sure that you are both in love. I think that it is just easier that way and also they shouldnt be scared away.
I dont think it should be one of the first things that you say when you meet someone, you should bide your time and make sure that you are in love if they love you too then they will be heart broken but they should stay with you.
