Kid, it's normal, it's natural, and welcome to the world of being a hetrosexual male with raging hormones. Girls are wonderful, beautiful, and a magnificent gift from God. I hope I never want to stop looking at them.
Quitting looking ain't gonna happen. BUT -- learn how to look without creeping them out. You don't want people to stare at you -- you'd feel like a freak, right? Same applies to girls -- they don't want you to stare, to see that you're obviously obsessed. You know what 'glance' means? If not, look it up. Teach yourself to glance, not stare. Don't look at them in a way you wouldn't want to be looked at. Eventually all us guys learn to look at, to admire, beautiful girls carefully, without being obvious. And the earlier the better.

Really, don't bother to not look. It's near impossible. At 23, I find myself looking at an attractive guy walking by. It's completely natural. We are sexual creatures, and you are so full of hormones at this age it's a wonder you don't have whiplash.
just try to be discreet about catching a glance. Don't stare for seconds on end, or oggle and make a face about a girl/woman bending over. But really, you're going to notice.
If you deprive yourself of that tiny glance, it will only make you more crazy.
