Why on earth would you want to do that buddy?
If its a case of premature 'you know what', then I suggest a condom with a numbing agent. Ask at your local chemist, or if like 95% of men you are too embarrassed then simply look until you find it.
But tell us why champ, most guys I believe would want the top of their penis to be more sensitive.
