 I've only been with one girl so far and had pretty erratic orgasms to be perfectly honest.
About 2-3 times I've been able to cum in her mouth, quite easily, sometimes to a disappoint me as it's been way too early.
Again, 2-3 times I've really struggled to cum, after a handjob, blowjob, sex and back to a blowjob and it literally took about another 20 minutes of staight wanking and sucking for me to cum.

However, if your apparently new boyfriend has never popped for any previous girlfriend, I'd strongly suspect the problem is "him," not "them."
This is simply not rocket science, but some guys reportedly have some aversion to releasing orally for a woman, just as a few gals may have a problem taking it.  While I'm no expert, I'd advise rolling his foreskin all the way back then rolling it all the way back towards the bell end, using firm pressure and increasing in speed. Combine this with using your mouth and tongue around the bell end (only if you're comfortable doing this) and he should cum. Some men also like having their balls massaged while rolling the foreskin at the same time; all men are different and it's just up to you to see what he likes and doesn't like.
