 This may see a little out there and if they still allow it..Why don't you post a thread on Craigslist under personals? That way you can find ladies in your area who share the same fetish and is looking for some oral action. I will say it doesn't sound like a common fetish, most are into the nylon, polyurethane, leather fetish.

 Sounds like a fairly tame fetish. Why don't you not label yourself as having a fetish, but rather think that (like a lot of us) you like fresh cotton against your skin, and you aren't ready for sex? And find a girlfriend who also isn't ready. And give her the present of a petticoat. And the rest will be history.
Don't look for a match on strange websites - find someone you like who is also not ready for sex. And it sounds to me as if you just have a particular curiosity and preference re: the cotton. Liking foreplay and being half dressed is not a fetish.
