How do I deal with my 'too-close-for-comfort' neighbour?

I have a menyally ill neighbor, that is stalking me, she is obessed with me because i rejected her friendship. she had five cats in her apartment and i complained about them because they crawled on my fire escape. also she would put the cat liter in the incrator with out bags. she stnds by my door, listens to my phone calls repeats them, to others. she sends me letters stating that she misses my friendship. she talks to herself in public, everyone knows she is crazy, however they just tell me to ignore her that is hard to do when wqe live so close to each other. what can I do?
