Best bet is to try to minimize the blemishes (try using an alpha-hydroxy acid; there's a website called skincarerx.com that has several options, some for not too expensive -- I like a 10% glycolic acid formulation) and find a good cover-up in the mean-time. For concealer brands (I have a pretty fair complexion also) I like smashbox or stila. They are not inexpensive. The more expensive make-ups really do work better. But neutrogena may have something good, or Loreal. The key is to match your skin tone well.
The other thing to focus on is distraction. Play up your eyes and lips (which are blemish free), and this will take attention away from your skin. Be sure to wear mascara and a glossy lip shine (not too dark if your eye make-up is dark - do one or the other in dark), and that will help draw attention away from the blemishes.
Also, if the blemishes are red, sometimes a green-colored concealer will help to mute the redness better than a flesh-colored concealer.

I'm not sure what you can use to become tanner but I also have very light skin. What helps the most is use a little bit of liquid cover-up over the red spots. Just dab it but dont try to rub it in. Make sure that it blends on the edge of the zit but it still covers up the redness. It should take maybe a drop the size of the tip of a pen. Then after you have covered all the redness use a powder all over your face to make it all one color. It should help but remember to use the powder all the way under the jaw bone so you dont see the cut off line of the make-up.
I hope that helps.
