Ask him out in exactly the same way you would anyone else, with being in the UK I'll assume you're already going out on a weekend like we all were!
Keep it cool and friendly, just give him your number, ask if he want's to go for some food, a drink, whatever. By doing that you can gauge his reaction, but also you can also use the age old "as a friend" line if you don't feel that your feelings are reciprocated.
