Why not instead of telling him that you wanted to start kissing,
you initiate it?
Maybe if you're in school, you just drag him to one corner where nobody could see and then, you say to him that u need to show him something.
Then, you ask him to close his eyes.
After that,you kiss him softly on his lips.
He will understand that initiative that you took and then, he will reply back your kiss instantly.
Sometimes, guys just doesn't want to make the first move because they want to see how romantic the girl could be..
