I understand why you would find it hard to approach her if she never smiles. It would make anybody nervous to approach her. But off course you should give yourself a chance and see how it goes. Try taking things slowly though, smile at her whenever you see her and say hello and see how she responds to you. If she says hello back smile again and then next time you see her just make small conversation to see how she responds. By this stage you should be able to tell if she is interested in talking to you or not, if she seems interested well then just simply ask her would she like to have a drink with you some evening and take it from there.
