I'm usually just...nice to him I suppose. And we have worked together behavior but he rarely ever says anything unless he needs to or I speak to himAnd even then he doesn't say much(He usually shrugs or smiles with a laugh)His friend who is also mine said that he seemed happy when we became friends which made me think that he liked me a bit.but sometimes he acts nonchalant. Also, I'd like to know, when is it safe to say that it's time to give up?

Sometimes you've just got to go for it and make a move. You can always do something non-committal (something that can be taken either way) like ask him to study together or go for coffee. It could be read as just wanting to be friends, but it could also be more. If he seems excited by it, you can ask for a real date.
I often go for shy guys too and I've figured out that if you want to date them, you have to be the one to go for it or nothing will ever happen.
