I'm a size 8, fairly active woman - I do horse riding and walking, I don't carry a lot of weight and am happy with my body everywhere else apart from my thighs. I have a lot of weight on the inside of my thighs which I not only like physically as it means i can't wear short skirts or shorts, but I also don't like it because my inner thighs rub together sometimes causing little rashes. If you do horse riding and walking then you might just have a lot of muscle down there which makes the thin layer of fat look worse.
Also if you are bumping up and down on a horse then your legs may just have developed some padding there.
Head to your nearest local gym (the council ones are usually pretty cheap if you don't want to sign up to a year's expensive membership) and talk to the trainers there. They should be able to show you how to warm up and then so specific exercises to target that area.
You can find the information online too but a trainer will be able to show you more safely where to put your balance etc so do you don't damage your knees or anything.

I used to feel the same way abot my thighs, infact anything below my waist was making me a little insecure....
What I started doing was going to the gym, that was a real motivator to me because gyms have just about every kind of exercise equipment you can imagine and even for certain parts of your body. If that doesnt interest you, I would like to suggest to you one of my favorite and most effective work outs that you'll see big time results in, and you dont even have to go to a gym, you can do it just about anywhere.....SQUATS!! They work your thighs and butt so good and I can promise you that you will see results fast! All you have to do is spread your feet to about the width of your shoulders and slowly squat down until your knees are completly bent at a 90 degree angle, and once you get really used to it, you can add some weight. But usually just plain squats are really good and do like5-6 sets per day or more if you choose, with however many reps you can do. Lunges are the same idea too, they work and it allows you to move around a little bit more. And one more thing, If you know where some bleachers are, like at a highscool or something, walk or run up and down those a few times or more, thats sure to do the trick. reader, anonymous, writes (19 September 2008): To be honest, there is no way you can spot-burn fat from a particular part of your body, and don't fall for any miracle pills or creams that say you can. It's physiologically impossible. Your body burns fat when it's run out of normal fuel (i.e sugars from carbohydrates - from breaking down the starches in things like pasta and potatoes), the way it does this is to release a hormone that triggers your liver to start breaking down fat cells from all around your body for energy.Your best bet is to try to lose a little weight. Size 8 is a really healthy size, so you don't want to overdo it. I'd say just increase the amount of walking you do, and how quickly you walk, see if you can find some nice hills to walk up. You can also try jogging, as this is pretty good at redistributing body weight. Walking for long periods of time is really good for losing fat without losing muscle. After 40 minutes strenuous walking your body will have exhausted its normal energy levels, and will start to burn fat exclusively, without burning muscle.Lots of walking will tone up your legs, but you can also try doing some squats, as these are really good for all the major muscle groups in your legs.Hope this helps.
