Does he know you want this? Depending on your personalities, upbringing, moral conditioning, etc. he may be either too embarrassed or too ashamed to let it happen with you.
What methods have you tried? For example, most guys think it's awesome to receive oral sex but some of us actually find it difficult to achieve orgasm and ejaculation from oral stimulation. A well-lubricated hand may be more effective. When my wife gives me a non-coital release it comes from my rubbing against her naked hip and thigh. (Sometimes called "dry humping".) One stroke - two strokes - and my contractions start!

Dr John's right, but to me your question begs another question (well, two really) a) Have you talked to him about this? (If not, then suggest you do so asap, as he may be able to give you the answer), and b)Have you seen him ejaculate? eg masturbation. It's possible he's having a 'dry' ie internal ejaculation (which is common after some major abdominal operations etc.)and he may be too embarrased to talk about this - which goes back to the begining - YOU TWO GOTTA TALK!

This sounds to me like it may be a condition known as "Delayed ejaculation" or "Retarded ejaculation".
If this is indeed the problem it is usually difficult to treat although it is treatable.
There could be any of several reasons for this condition.
