What do you two talk about when you're together? Or what do you text about? Some guys just don't like spending time on the phone, and he might be one of them.
My recommendation is that you don't push him to talk or try to keep him on the phone; you may come off as too clingy or chatty and at this stage in the relationship, it's better to keep some mystery. You don't want to be too available before you two get to know each other a bit better.
So while I know you want to talk with him, just resist the urge to keep him on the phone for no real reason.
And I sincerely hope he's not hiding a girlfriend from you.
