Talk to him, ask him if he is ready for actual intercourse, some guys are frightened by the idea. You need to actually tell him that you are ready for sex. Then if he is also ready, well, then have at it :). You need to let him go at his own pace. If he is not ready for sex, then you should respect that. I know the feeling, my girlfriend and I have the same problem, I'm not quite ready, but she respects that. Relationships are more than just sex, you need to learn that compromises must be made for it to work out.
