How is he with other clients? Does he smile and ask them how they are? Right now, he may simply be acting the part of the friendly waiter, acknowledging the presence of a regular customer, or he might be noticing you as an individual. Try starting a conversation with him next time you go in. Does he take a break and sit at a table with a coffee? Bring up a neutral subject, like "wow, the pie is really good today, did you get a new chef" or something random like that. Break the ice, gauge his response and then you can decide where to go from there. The first step is always the hardest. Just relax, be yourself, be friendly, and don't be afraid of sounding stupid.
Good Luck! :-)
