The purpose of flirting is to usually let someone know your interested.
I would flirt with him. and if he returns it its a good sign. If he tells you to knock it off. its a bad sign.
I wouldn't worry about him just wanting to stay friends. Guy's tend to make the jump from friend to more than a friend easier than girls.
