Find out what he's into and develop a new interest in it.
Get your friend to keep an eye out for him and find out about any clubs or teams he's on, where he drinks, if he goes to see a band.
It's not real stalking it's research.
Once you are in the same place as him you can go over and start talking to ask about the club / team / band.
After that it's up to you to charm him with your amazing charm and personality.
