Hot chemistry building between us, why did he stare deeply into my eyes?

A female age , anonymous writes:

I met a man over a year ago and an attraction began but neither of us did anything about it as it was all flirting via body language. I move away and accidentially met him at the train station and he acknowledged me but stared deeply into my eyes for quite a while. It made me feel weird.

I am trying to understanding what or how he feels about me. I do not want to be the first to make the move but neither of us are.

I mentioned to him that we should meet up and he said call him. I do not want to make the first move. He could call me.

What do you think by this body language. There has been some hot chemistry building between us for a while.
