maybe you could get your brother to invite him round and then maybe your brother could go out or something and leave you anf him there? Then you could talk to him and find out how he feels about you by watching his body language.
I know this sounds fairly desperate but you could exchange e-mail addresses and talk to him online? Or maybe hope you get paired up for a school project? Something like that..
A tricky situation, but if it's meant to happen between you, it will!
