Since you do not have the medium of phone or msn, this makes the process slightly more nerve wracking. If he is as shy as you make him out to be, it is unlikely that he will ask you out whilst other people are around. Go to a place you both know quite well, but not necessarily where both your sets of friends go. If that isn't possible then do what you have been doing, you can either:
1) Ask him out through the medium of passing paper,
2) Ask him out personally one to one (Or if you took him to a place free from eavesdropping, giving him the opportunity to do so)
Both these methods have their advantages and disadvantages. (1) has the advantage of secrecy. If he is shy he will appreciate it as it not only gives him time to think about his decision, it is completely private. Unless you give him a note in front of all of his friends, no one will know that it occurred. He will greatly appreciate it and he will respedct you for it. However, it potentially has a possibility of being a cop-out option depending on the type of person he is. If he is shy then fine, if he's quite confident then perhaps not.
(2) is the hardest but also the quickest and most satisfying. If you ask him out, you both know and then plan your first date!:-) I would recommend a coffee or hot chocolate of some description. Always nice and easy.
I hope that helps you! From what you have described he seems to be interested in you so go for it!:-)
