Sounds to me like he is very nervous. You need to talk to him, reassuring him a LOT. If he can masturbate, he can come with you. Have him start masturbating and you start touching him, talking to him. Next time you take a more active role and eventually have him enter you, always give him positive, reassuring feedback and lots of love. Things will work out fine.
