He wants sex and I won't do it without a commitment! Break up with him?

I have been "seeing" this guy for a couple months. He refuses to call himself my boyfriend yet he keeps pushing for sex. He parties a lot but I know for a fact that he doesnt sleep around (we were friends before) which is what I dont understand. If he wants easy sex, why cant he find some slut? Why is he wasting time on me because he knows I dont have sex without a commitment? I told him that I have been really hurt in past relationships because of sex and he said we will take it slow, without the label and without the sex. But every now and then, he tries to undo my bra and get physical. I told him reminded him once again and he said he respects that but that we dont have to go all the way. He took me on a real date last week so I thought things were going well but then he went to bars and clubs over the weekend with his buddies (I am underage and he isnt) and I tolf him to call me and he never did. I accidently ran into him yesterday and we hung out but he didnt kiss me and didnt hold my hand that much. I wanted to give him time but it seems like I am always the one calling and making plans. I want to send him a text (since this wasnt official) ending it but I dont even know what to say. I have never broken up with anyone before :/
