 I think Emilysanswers and nonamer are right in what he expects. And Emilyanswers has the exact right answer. If he can't tell you what he means and you don't feel that you can ask him, then you should really just take a step back and wait for him to explain what he really means.
And then remember, you don't have to do ANYTHING you don't want to do, or do not feel quite ready for.

I think he wants you to give him a hand job.
Since you are not close enough to him to be able to ask him what he means, and he is such a little boy that he's too embarrassed to explain, I think you should have a good think about whether you are ready to do that.
