Does he give you any other body language cues that would suggest interest? For example, does he touch you (on the arm, shoulder, back) when you two talk?

maybe it means he's really good at eye contact?
no one can really speculate what it means without being a fly on the wall to watch you two interact. does he go out of his way to touch you at all in the slightest? does he find ways of bumping into you frequently or make excuses to be near you? does his body language show interest? there's a million factors that play in.
maybe he likes you. who knows?

He fancies you but be careful. He's a work colleague and it can be become a very awkward situation if you encourage him and then find out he's not really what you want. There's also the fact that he may be married. It is best not to encourage this man. Just continue treating him as your superior at work and nothing more.
