i agree with starfairy, if he was to cheat on his girlfriend with you he's more than likely to get the wandering eye if you two where to get together....
i'd try to forget about him and move on, you never know the minute he realises he can't have you he might finish with his girlfriend, if not least then you can find a guy who wants to be with you and treats you the way you deserved to be treated!!

 He's off limits if he's got a girlfriend. You can either wait for him to become single, or forget about him.
Just put yourself in the GF's shoes, you wouldn't want someone chasing your man? And if he cheated/left her for you, what's to say he wouldn't do it to you one day??
He's being pretty honourable by saying that although he has an attraction to you, he's staying with his GF...
