 He is chancing his luck with you even though he does not want to be committed to you. He wants to have some fun. I think you should stay away from him and ask him to stop hitting on you if he is not seriously interested in a girlfriend. If you fall for his charms you will end up getting hurt, so my advice is to stay clear from him.

 Hun your 14 don't stress about this men tend to mature later then women . You need to let this go and just be a 14 year old let him play his games and keep that in your mind that it is just games he is playing ..
