He says that it's been a long time since he's been able to finish with a girl, whether it be actual sex or oral. He says that I do a really good job, but he just can't cum because he lasts a really long time. Does he have a problem, like physical, mental block, or emotional? Or is this normal?

During sex with my wife, I'm finding it hard to ejaculate. I believe it is because I have gotten used to masturbation during my absence.

Presuming that your "guy" is anywhere near your age, and apparently healthy, then his problem is quite abnormal.

No, but it does happen.
It is a common believe that men need to last long to be good in the sack. You can learn to delay the orgasm because women tend to need a bit more time then men.
But it can be overdone and then the penis becomes desensitized. Think of it as going through the sleep barrier, put of going to sleep for long enough, and you will no longer be tired or being able to sleep.
He needs to relax and stop worrying about when he is going to come and just let it happen. But you will be going against years of conditioning that says "longer is better".
