 Well I am not sure that either is a particularly poor excuse except maybe not liking making phone calls but then again that is a purely personal preference. I think what matters is quality not quantity and that is maybe what you should focus on.
It's a bit hard to comment because you dont mention how often he does actually call. I think to be honest its a relatively minor problem and one that you certainly shouldnt let spoil the relationship, try and meet each other half-way with maybe him agreeing to be a bit more frequent and you recognising that he cant call all the time and that his reasons may have some validity.
