Also, he is saying things like, the reason he isn't dating me, persay,is because of my family issues. does this hint off to maybe, he has found a new love? Or is he blind to love. Maybe even scared to fall in love?

If he was a good man then he would offer to help you through your 'family issues' not shun you because of them. You didnt give us alot of details to go on but it sounds to me like you should move on.
