He hasn't got time for a relationship. Should I pursue him anyway?

First, i'd like to thank you all for taking the time to read and answer my question.

So here's the situation:

I got my cousin to talk with the guy I like. I found out that when he liked me, he still liked his ex girlfriend. But he said he tried pushing her away so he could like me, but she kept coming back. But anyways, he doesn't have time for a relationship because there's a lot of drama in his life. Family problems, problems with friends.

We barely even talk anymore; only when I see him in school.

Like today, he hugged me and said I looked different. He noticed that I wore blue today, but said that I always wear purple and black. I never noticed that, but when I thought about it, I did. Then he told me how come I don't text him anymore but it's because i can't. My brother cut off my texting.

Anyways, the point of the question is should I still pursue him, or should I just give up? Or should I give him some time?

If there's one thing you should learn now, don't pursue a boy EVER. Give him some space, be nice and friendly of course, but if he wants you, he knows where to find you.
