One of the most frustrating things in the world is when you realize that you are very attracted to more than one person, but our culture and traditions mandate that we can only be with one person at a time. This is probably what has happened to this guy.You can carry on flirting with him, but don't do anything that would count as him cheating on his girlfriend. If he cheats on his girlfriend with you, and then you eventually start going out 'officially', you'll always be worrying if he is cheating on you. If or when he breaks up with his girlfriend, then you can make a move.
