First thing, how long have you been with your boyfriend?? Iv been in the same situation and i know it hurts..sometimes he'd say it, then the next thing, he would be saying no its too early to say it.
I dont think he is with you just for sex..as you've said, he has said it before. The first time my boyfriend said it, he was drunk and we had been going out for 4 months, but i didnt believe him.
Honestly hun, if you have been going out for a while then he shouldn't mind saying it, but if its only like 2-3 months, then i'd wait. Don't pressurise him into saying it, and he might just tel you how much you actually mean to him and you will be suprised.
Good Luck. x
